These Instructions come into force on November 5, 2011. These Instructions apply to applications received by the designated Citizenship and Immigration Canada offices on or after November 5, 2011. ... No new applications for sponsorship of the sponsor’s mother or father [paragraph 117(1)( c ) of the Immigration Refugee Protection Regulations (IRPR)] or the mother or father of the sponsor’s mother or father [paragraph 117(1)( d ) of the IRPR] will be accepted unless received by the Centralized Processing Centre in Mississauga, Ontario, prior to November 5, 2011.
